The District was created as a fresh water supply district by the Montgomery County Commissioners Court, confirmed at an election held within the District on October 14, 1968, by a vote of 185 “for” and 17 “against” and converted to a municipal utility district by the Texas Water Rights Commission (predecessor to the TCEQ) on September 5, 1972.

The District encompasses approximately 1,804 acres of which approximately 85% is developable and is located in southern Montgomery County to the east and west of U.S. I-45. The District lies adjacent to the Woodlands, and 24 miles north of the City of Houston. Approximately 1,581 acres are within the City of Houston’s extraterritorial jurisdiction, approximately 30 acres are within the City of Oak Ridge North’s extraterritorial jurisdiction, and approximately 193 acres are currently within the City of Oak Ridge North. The District is relatively flat with elevations ranging from 140 feet mean sea level to 75 feet mean sea level. The District lies adjacent to headwaters of Spring Creek and approximately 5% of the District lies within the 100-year flood plain.
